ART certification: Everything you need to know
The ART certification is the independent Dutch standard for bike locks. Without the correct ART level your insurer will refuse to pay out after theft. In this guide we explain exactly what ART is, which level you need and how the major Dutch insurers set their requirements.
What is ART certification?
ART stands for Stichting ART, an independent Dutch testing institute that has been evaluating bike lock resistance since 1994. The foundation was established by insurers, police and the bike industry to finally create an objective benchmark for lock quality. Before that, the market was a jungle of manufacturer claims.
A lock only receives ART certification after being subjected to systematic laboratory attacks with bolt and pipe cutters, angle grinders, hammers, chisels and lock-picking tools. The test runs for several minutes and the lock must keep resisting throughout. Only then does it earn a star rating from 1 to 5.
The certification is almost universally recognised in the Netherlands: all major insurers (ENRA, Univé, Unigarant, Kingpolis, Centraal Beheer and ANWB) include ART requirements in their policy terms. A German VdS rating or British Sold Secure rating is not accepted in the Netherlands.
ART-1 through ART-5 explained
ART-1 is the lowest level and is rarely seen on new locks today. It offers minimal resistance and is accepted by no bike insurer.
ART-2 is the bestselling level in the Netherlands. Think of a standard ring lock or a light chain lock priced around 40 to 70 euros. Suitable for regular city bikes up to roughly 2000 to 3000 euros.
ART-3 is the workhorse for e-bikes. These locks withstand heavier attacks and are mandatory for most e-bike policies. Expect to pay 80 to 150 euros. Examples: Abus Bordo 6000, Kryptonite Evolution Mini-7.
ART-4 is premium: heavy-duty U-locks and chain locks weighing 2 kilos or more. Prices run 130 to 200 euros. Aimed at expensive speed pedelecs and cargo bikes in high-risk areas.
ART-5 is the heaviest class and in practice almost only found in stationary ground anchors and cargo-bike locks. Over 200 euros is normal.
Which ART level do you need?
The required level depends on your insurer and the bike's value. Below are the current 2026 requirements for the biggest Dutch providers:
- Univé: ART-2 for bikes up to 3000 euros, ART-3 above that and for all e-bikes
- ENRA: ART-3 mandatory for all e-bikes over 3000 euros, often two locks for speed pedelecs with at least one ART-3
- Centraal Beheer: ART-2 for city bikes, ART-3 for e-bikes from 2500 euros
- Unigarant (ANWB): ART-2 minimum, ART-3 for e-bikes over 2500 euros and always ART-3 for fatbikes
- Kingpolis: ART-2 baseline, ART-3 for e-bikes and speed pedelecs, plus mandatory GPS tracker above 3500 euros
The golden rule: always check your own policy before buying a lock. Some insurers (such as ENRA for fatbikes) require two locks at once, a ring lock plus a separate ART lock through the frame. Also browse our bike locks category for the current range.
ART and your bike insurance
After theft you must produce both the lock and the key. This is a headline requirement from virtually every insurer and one that many claimants overlook. Lost the key during the theft? The claim is almost always denied, because the insurer assumes the lock was not actually in use.
In addition, most policies require the lock to secure both the frame and a fixed object, not just a wheel. A ring lock on the rear fork alone does not count as proper protection. The combination of an AXA Defender ring lock plus an ART-2 or ART-3 plug-in chain is the standard solution for Dutch city bikes.
Keep the ART certificate card and the lock's purchase receipt safe: when filing a claim you have to prove the lock used really was of the required level. Digital e-mail receipts are fine as long as they are legible.
The best ART-2 and ART-3 locks
ART-2 has two absolute bestsellers. The AXA Defender is the most sold ring lock in the Netherlands and comes pre-installed on many Batavus and Gazelle city bikes. Combine it with a plug-in chain (AXA RLC or Trelock ZR 455) for a complete ART-2 setup at about 80 euros.
The Trelock FS 480 Cops is an 85 cm folding lock that reaches ART-2, weighs just 1.3 kg and stows compactly under the saddle. Ideal for commuters who do not want to lug a 2-kilo chain.

- Abus Granit X-Plus 540 – U-lock, maximum protection, heavy but almost unbreakable.

Common mistakes
Mistake 1: locking only the wheel. A lock running through the front or rear wheel only, with no frame or fixed object, does not count as proper security. The wheel is simply unscrewed.
Mistake 2: choosing too low an ART level. People often buy an ART-2 for a 3500-euro e-bike because that lock fit the budget. The insurer then refuses to pay – an expensive saving.
Mistake 3: second-hand lock without paperwork. No ART certificate card means no valid proof in practice. Buyers on Marktplaats routinely overlook this.
Mistake 4: letting the lock drag on the ground. A chain or shackle resting on the ground is much easier to cut with bolt cutters. Keep the lock tight around frame and post, at knee height or above.
Mistake 5: no back-up GPS tracker. Even with an ART-3 lock, expensive e-bikes still get stolen. A GPS tracker such as an Invoxia or Apple AirTag significantly increases recovery chances.
Frequently asked questions
Is ART-2 enough for my e-bike?
No, most insurers require ART-3 for e-bikes over 2500 euros. Only on cheaper e-bikes and some Univé policies up to 3000 euros is ART-2 still accepted. Always check your policy.
How long does ART certification last?
The certification itself does not expire, but manufacturers must retest locks when production changes. For insurance only the certification printed on the lock at purchase matters.
Do Dutch insurers accept foreign lock ratings?
No. The German VdS or British Sold Secure ratings are accepted by virtually no Dutch insurer. Only ART counts here.
What if I lose my lock key?
Order a spare key immediately using the key code on your certificate card. After theft without a key your claim is almost always denied, so do not wait until it is too late.
Are folding locks as secure as U-locks?
At the same ART level (for example both ART-3) the break-in resistance is comparable. Folding locks are more flexible in use, U-locks slightly stronger against leverage attacks. For most users an ART-3 folding lock is the most practical choice.
